Overview: Mobile operators are motivated to increase brand loyalty and reduce subscriber churn. In order to achieve these objectives, networks have to be well funded and operated, and subscribers must enjoy a high quality of experience. Subscribers who get what they want when they want it will be loyal subscribers. While it may seem impossible, mobile operators can achieve increased brand loyalty and low levels of churn without breaking the bank.
Managing access congestion in mobile networks is an important part of delivering over-the-top and on-deck services with good quality to subscribers. In areas of congestion that have sufficient investment in capacity, mobile operators have to consider what is a fair network policy control framework. Is the delivery of time-sensitive data more important than the delivery of non-time-sensitive data? Is the delivery of a normal user’s data more important than the delivery of a heavy user’s data? Is the delivery of data for a subscriber in good standing more important than that of a subscriber who consistently doesn’t pay bills? Is the delivery of a premium subscriber’s data more important than the delivery of a basic subscriber’s data?
