By using open, standards-based, carrier-grade platforms and software, many network equipment providers (NEPs) are saving millions of dollars and bringing new systems to market more quickly than ever. The key question remains, however: Is it better business for NEPs to develop such systems internally using in-house resources, or is it wiser to source such infrastructure from the commercial off-the-shelf (COTS) vendor ecosystem?
